Basically, this scam warns that you have been illegally using certain files (video, music, software) that you have no rights for or they are forbidden to be used because of its content (pornography). For this reason Rikspolisstyrelsen virus tells you to pay 100 euros fine. In fact, this scam was designed by cyber criminals who only want to get money from you.
