My PC became infected with Windows System defender a few days ago.

I have managed to delete most of it from the system following some advice found on other website however, Windows System Defender has somehow managed to disable &quot;Search&quot; on my PC and also &quot;Command Prompt&quot;. I can no longer access MS DOS.
Whatsmore, my PC cannot run System Restore any longer either. 
When I click on System Restore, my PC says it cannot read &quot;.DAT&quot; files.

Can anyone offer me any help or advice?
