The World’s cradle of malware – Russia
Russia being a hive of malicious cyber activity is no news. But why so many people are determined to make a living from writing attack code, remains a question. Many of Russian programmers who were nudged into the underground market by the shaky economics of the country don’t see themselves as criminals, because they’re just building the technologies, not using them. The little chance of receiving any attention on cyber crime from the police (whether due to budget issues or training) is also a stimulus. Furthermore, the protection of companies, harboring the malware makers makes it even harder to pursue them.
There are official routes that can be taken to solve the problem, such as through Interpol, but the international cooperation on cyber crime is problematic, to say at least, because of the internet being such a fast medium where most cases cannot be covered by any treaties or laws. Be it the ex-Soviet states or not, the system nowadays is close to useless.
Many Russian programmers are making a fortune in malware business and maybe they were the ones to inspire their Chinese colleagues, who are now considered to be the top producers of malware in the World. Meanwhile, U.S. and other western countries are still trying to deal with the lack of policy assisting law enforcement and prosecution laws, that would at least make them able to approach the black hat criminal havens.
